GAP Solutions, Inc. is Hiring a Grants Management Specialist Near Research Triangle Park, NC

Provide services as a Grants Management Specialist in support of the overall functions of the National Institute of Environmental Health Sciences (NIEHS) within the National Institutes of Health (NIH). The position will independently provide support services to satisfy the overall operational objectives of the National Institute of Environmental Health Sciences.

Duties and Responsibilities:

  • Assist staff to manage and coordinate develop and maintain annual grant portfolio, and provide administrative support for the Grants Management Branch for the review of grant applications, and resolve which involves a wide variety of problems and situations pertaining to the grant functions.
  • Assist staff monitor grant and award budgets in concurrence with final funding lists and monitor eligibility criteria in order to meet monthly grant deadlines for fiscal year.
  • Assist staff review annual grant progress reports and new grants for conformity to Institute policy, compliance with Federal regulations, and consistency with Standard Operating Procedures (SOP). 3
  • Provide advice, Assist staff interpret and prepare guidance interpretation and guidance on statutes, regulations, policies, and procedures as they related to the award grant program in general and as related to individual awards.
  • Perform specialized tasks and ongoing responsibilities in support of grant programs, projects, reporting and stakeholder engagement.
  • Assist staff review and evaluate for accuracy and completeness competing and non-competing grant applications. 2
  • Assist staff review grant applications for policy and regulatory compliance and report issues.
  • Draft correspondence to address any administrative or management issues related to grant applications.
  • Assist staff advise applicants and grantees on financial and management issues relevant to their applications and perform corrections.
  • Initiate correspondence to grantee institutions regarding grant-related questions and problems, clarification of policy and procedures, or requests for additional information.
  • Review, revise and prepare budget spreadsheets in Excel to reflect current funding levels, perform data analysis and prepare reports based on data.
  • Conduct administrative and financial review of grant applications. 1
  • Coordinate simple funding actions that begin the grants/agreements awards process.
  • Prepare budgets for award in spreadsheet workbook, analyzing requested amounts based on allowability, allocability and reasonableness.
  • Assist staff prepare for and perform grant closeout functions.
  • Create, update and maintain data tables and spreadsheets and prepare summaries and reports based on findings and analysis.
  • Download, process and verify data from grant applications proposals into a peer review data analysis and management system.
  • Maintain official grant file(s), prepare electronic documents and upload images directly into the appropriate IMPAC II eGrants file groups.
  • Maintain and track co-funding, administrative supplements, diversity supplements, funds tracker using databases and SharePoint.
  • Create or edit documents such as spreadsheets, correspondence, template forms, terms package and reports .
  • Collect and analyze administrative data from applications and proposals and write analytic reports. Perform queries of grant management applications and systems and prepare summaries of results.
  • Prepare budgets for award in spreadsheet workbook, analyzing requested amounts based on allowability, allocability and reasonableness.
  • Assist staff review grant budgets, comparing figures and amounts, reconciling discrepancies, and recommending adjustments.
  • Research and develop variety of grant related reports, summaries and dashboards to inform staff.
  • Apprise staff of issues and problems that could cause grant awards to be late or delayed.
  • Communicate with appropriate Program Officer and Grantee Sponsored Research Administrator when questions arise.
  • Collaborate with staff to use guidelines and policies for specific situations utilizing NIA, NIH and HHS grants administration sources.
  • Bring to attention of staff areas needing additional policies or procedures and contribute comments and suggestions on new policies, revisions, justifications for changes, etc.
  • Provide advice to program staff, applicants and grantees on administrative and business management issues.
  • Monitor the status of grant application proposal processing and receipt by the IC Review Program. Work with staff on pre- and post-award activities, including the preparation of grant awards. 4
  • Work products and documents related to awarding grant awards; approved pay plans for awarding grants.
  • Collect and assemble documentation on grant applications that have been selected for funding for review and approval.
  • Collect and document review/acceptance verification information from the review offices.
  • Perform advanced analysis of grant program, applications and procedures to enhance problem-solving, fill gaps of information, foster decision-making and promote an area of science.
  • Ensure that electronic folders on the common drive for each application being discussed contain the correct information, including the application, summary statement, letter from PI and staff analysis.
  • Document the outcome of peer review meetings and disseminate results to stakeholders and grant applicants. Coordinate activities for the return of non-compliant grant applications with IC Referral staff.
  • Resolve grant-related issues, working with scientific and administrative personnel and with similar staff of grantee organizations. 5
  • Revise terms appropriate to reflect budget adjustments and policy concerns. Pull and analyze data from existing systems to monitor grant workloads.
  • Maintain and update Grants Administration Branch Policy Book sections related to Closeout.
  • Develop critique template/technical evaluation score sheet for use by the peer review panel members to develop written scientific and technical evaluations for assigned grant applications/contract proposals.
  • Develop innovative grant arrangements to resolve critical and unprecedented program needs and interpret and apply business management policies, procedures and practices to grants created situations.
  • Provide fiscal and administrative review of grant applications
  • Review and apply grants management policies and procedures for grant programs
  • Evaluate the reasonableness, adequacy and allocability of costs specified in grant and cooperative agreement financial documents
  • Provide appropriate file documentation for assigned grant applications, including annotated applications ie, grant file, annotated correspondence with the grantee, program officer or other related offices to resolve any compliance requirements for a grant eg, just-in-time materials, FA rate agreements, human subject or vertebrate animal concerns, complete grants management checklist in the GM IMPAC System, prepare budgets using standard NIH GM Workbook budget templates, and draft NOA ready for release with appropriate dates, terms and conditions of the grant.
  • Conduct correspondence with awardee institutions concerning unusual or unresolved issues to obtain additional information for adequate documentation or to suggest modifications or changes in budgets in accordance with policies, regulations and procedures.
  • Work products and documents related to providing fiscal and administrative review of grant applications; reviewing and applying grants management policies and procedures for grant programs. - Ad-Hoc
  • Work products and documents related to evaluating the reasonableness, adequacy and allocability of costs specified in grant and cooperative agreement financial documents; providing appropriate file documentation for assigned grant applications. - Ad-Hoc
  • Work products and documents related to conducting correspondence with awardee institutions concerning unusual or unresolved issues, to obtain additional information for adequate documentation or to suggest modifications or changes in budgets. - Ad-Hoc
  • Work products and documents related to maintaining all official grant files; responding to data call requests; compiling reports of information from NIH grant databases and related financial systems. - Ad-Hoc

Basic Qualifications:

  • Master’s degree in Business Management and Administration, Business Economics, or a related discipline.
  • Two years of experience.
  • Skilled in grant systems, MS Office, and IMPAC II.
  • Experienced in grant receipt and funding tracking, drafting summary statements, price/cost analysis, grants policy and regulations, grants funding analysis, grants involving human subjects, and grant administration.

Minimum Qualifications:

  • Ability to multi-task and pay close attention to detail.
  • Excellent analytical, organizational and time management skills.
  • Strong communication skills, both oral and written.
